Barriers to transparency and accountability in governance and infrastructural development:  On infrastructural project, Contracts are often given to contractors exclusively without a monitoring and evaluation agent or in case there is, they are bribed by contractors to keep quiet. With this they have their way which the basic practice is to avoid the contract, for instance on a project to dig boreholes for rural dwellers, a contractor will simply go to dealer’s shop, take pictures of basic things, go somewhere else and take multiple pictures of completed boreholes and combine all with their personal pictures in a large banner to take back to government for mission accomplished/contract delivered. On the other hand, they deliver 2boreholes against 7 specifies in the contract terms. The same thing applies to education projects, hospitals equipments etc.
